International Financing for Sustainable Development

FERDI is a leading player in international financing for sustainable development, mobilising research and expertise to inform international decision-making and help ensure that financing is more effective and better tailored to countries’ vulnerabilities.

Objectives

↪ Contribute to shaping the architecture of international financing for sustainable development and inform international debates to ensure that countries’ vulnerabilities are better reflected in the allocation of concessional financing

↪ Assess the effectiveness, complementarity and coherence of financing instruments

↪ Promote the diversification and mobilisation of financing sources

Chair in International Architecture of Development Finance

Analysis of trends in the architecture of development finance and promotion of greater consideration of vulnerability in resource allocation.

In 2025-2026: 

  • Contribution to FfD4 (Seville, 2025) through participation in preparatory work and the organisation of three sessions in the conference agenda.
  • Participation in international forums (IMF, World Bank, United Nations, OECD, Finance in Common Summit), with advocacy for greater consideration of vulnerability in funding allocation. >> Explore FERDI’s research on the allocation of financing flows based on vulnerabilities
  • Publication of a book on the use of a multidimensional vulnerability index (author: Patrick Guillaumont) >> Read the publication (open access)
  •  Partnership with the IDB to develop a tool integrating vulnerability into financing decisions (dynamic index, conceptual framework, training) 
  •  Organisation of Chatham House-style discussions on “Attacks on aid: reasons, responses and prospects” 
  •  Participation in the Financing One Sustainable Health working group, co-chaired by Jacky Mathonnat (Ferdi/Cerdi) and Agnès Soucat (AFD). At the One Health Summit (March 2026), Aurore Pelissier (University of Burgundy, Senior Fellow at Ferdi) presented a project for an observatory on the efficiency of district hospitals

Role of Public Development Banks

Analysis of the role of public development banks and their complementarity with multilateral institutions. This work includes a study of the financial profile of development banks, as well as a mapping of the financial support provided by multilateral development banks to public development banks.

Resource Mobilisation

Analysis of resource mobilisation mechanisms and financing instruments, particularly in developing countries.

  • Analysis of the role of Caisse des Dépôts in mobilising domestic private resources for development financing. >> Read this study

Climate Finance and Sustainable Development

Analysis of the  linkages between finance, climate and development, with a focus on vulnerable countries.
