International Financing for Sustainable Development

FERDI advocates for an international development finance architecture that gives as much importance to the allocation of resources as to their mobilisation — both for development and for climate and environmental challenges.

Objectives

 ↪ To influence the debate on international development architecture.

 ↪ To promote the consideration of structural vulnerabilities in the allocation of concessional funds.

 ↪ To assess the effectiveness of external funding for development.

Latest Achievements

Preparatory work for the 4th United Nations Conference on Financing for Development (FfD4 – July 2025): publications and organisation of sessions during UN preparatory committees.

Contribution to key strategic conferences, notably at the United Nations (Future Summit, Forum on Least Developed Countries – LDCs, COP) and the Finance in Common Summit (FiCS 2025). Through its participation in these international events and its publications, FERDI helps to update, develop, and promote arguments for considering vulnerability in aid allocation criteria. 

 ↪ Publication of the book A Global Financing Pact for Poor and Vulnerable Countries? (FERDI, 52 pages), edited by Matthieu Boussichas and Patrick Guillaumont. Foreword by Philippe Le Houérou

Research on international carbon taxation, which has contributed to global debates — notably the impact of a maritime tax on vulnerable countries, with key contributions at COP29 and in academic institutions

 ↪ Participation in the One Sustainable Health working group, co-chaired by Jacky Mathonnat (FERDI/CERDI) and Agnès Soucat (AFD), as part of the One Sustainable Health Initiative

 ↪ Update and expansion of the database on public development banks, in partnership with AFD and Peking University’s INSE, now including financial data on over 536 institutions

20th FERDI Anniversary Symposium, February 2024. A progress update on the International Architecture of Development Finance Chair's activities was presented. For the second phase of its chair activities, FERDI is prioritizing 4 major issues often overlooked in the reform of international development finance: Sustainable resource mobilization, equitable and efficient allocation between countries, financing entrepreneurship, de-risking for impact, and ensuring the accountability of public commitments.
