The International organisation of La Francophonie and the Commonwealth Secretariat membership constitute many countries that are highly vulnerable to exogenous shocks, either economic, social or environmental shocks. They strongly suffer from the consequences of these shocks, which hampers their development. Concessional financing for sustainable development should benefit poor and vulnerable countries as a matter of priority. A multidimensional vulnerability index should allow that vulnerability is fully taken into account in the allocation of funds. How could the new global financial pact incorporate this need?
