Les pays les moins avancés (PMA), actuellement au nombre de 47, catégorie de pays créée à l'ONU en 1971, sont identifiés comme des pays pauvres confrontés à des handicaps structurels de croissance et de développement durable. En tant que tels, ils justifient un traitement spécial de la part de la communauté internationale, lequel a été mis en œuvre progressivement à travers l'aide et le commerce. Tous les dix ans, une conférence internationale de l'ONU élabore un programme d'action pour ces pays, la dernière étant celle d'Istanbul en 2011.

Un livre précédent Caught in a trap. Identifying the least developed countries scrutait la raison d'être de la catégorie et les critères sur lesquels elle repose.

Ce nouvel ouvrage examine l'efficacité des mesures internationales prises en faveur des pays les moins avancés. Reposant sur contributions de nombreux experts en ce domaine, il constitue la première évaluation globale de cinq décennies de mesures ayant pour but d’aider les PMA à " sortir du piège ". Il vise à démêler ce qui résulte du soutien international spécial aux PMA et des handicaps structurels auxquels ceux-ci sont confrontés. Il éclaire les réformes politiques internationales pour les PMA dans le cadre de l'agenda post-2015.
