Database on International Public Financing for Climate Change Adaptation (2019–2023)

This original database combines data from TOSSD and the OECD Development Assistance Committee (DAC) on climate-related development finance (CRDF) for the period 2019–2023.

It covers adaptation flows, expressed in terms of commitments, from both international institutions and bilateral donors. It distinguishes between the three main types of instruments used by donors: grants, concessional loans and non-concessional loans.

The data report, for each recipient country, the commitments declared in support of development projects with an adaptation component. Amounts are expressed in constant 2023 US dollars.

Using this database, FERDI’s Chair in International Architecture of Development Finance conducted a statistical study on international finance for climate change adaptation in relation to the needs of developing countries:

Furthermore, as part of a partnership with the French Development Agency (AFD), FERDI conducted an econometric study to determine whether vulnerability to climate change guides the allocation of adaptation funding, depending on the types of donors and instruments used over the period 2019–2023:

The original database used for these two studies is freely available on this page and includes:

  • the data in Excel file format;
  • an accompanying technical document entitled Methodological Considerations, detailing the construction of the database, the sources used, the processing carried out, the conventions adopted and the limits of interpretation. Reading this document is essential before using the data.
