
We answer to two questions: What has been the amount of international climate finance allocated to climate change adaptation in recent years? Do resources for adaptation go to the countries that need it most, and those that are poor and vulnerable to the impacts of climate change? Are the instruments used - grants, concessional and non-concessional loans - compatible with the intended objectives? The main conclusion is that per capita resources allocated are modest in vulnerable countries, with the exception of SIDS. The descriptive analysis conducted here raises questions about the effectiveness of finance for adaptation.
