One Health Summit

April 07, 2026 > April 08, 2026, Lyon

FERDI took part in the OSH (One Sustainable Health) Forum, which was held in Lyon on 7 and 8 April.

The foundation was represented by Bruno Cabrillac, Executive Director; Matthieu Boussichas, Head of the International Development Finance Programme; and Aurore Pelissier, Senior Lecturer at the Université Bourgogne Europe, researcher at the Dijon Economics Laboratory (LEDi), and FERDI Senior Fellow. They contributed in particular to discussions on the financing and efficiency of healthcare systems.

A project for an observatory on the efficiency of district hospitals

As part of the OSH Factory, Aurore Pelissier presented a project to establish an observatory assessing the efficiency of district hospitals in several low- and middle-income countries. This project was developed in collaboration with Jacky Mathonnat, Head of the Health Programme at FERDI, Professor Emeritus at CERDI–UCA, and co-chair of the OSH 5 working group, “Financing One Sustainable Health.”

The project aims to support partner countries, in close collaboration with Ministries of Health, in setting up such observatories.

It will involve identifying relevant indicators, collecting and validating data, building a sustainable database, establishing an annual data collection system, calculating efficiency scores, and training national teams to carry out these analyses independently.

Beyond the production of indicators, the project is intended to inform health policy decisions and strengthen countries’ capacity to improve the quality of care in resource-constrained settings. The methods developed could also be extended to other healthcare settings and additional dimensions of health system organisation.

FERDI is currently seeking financial partners to support the rollout of this observatory.

Contribution to the “Financing One Sustainable Health” working group

FERDI is a member of Working Group 5, “Financing One Sustainable Health”, co-chaired by Jacky Mathonnat. Three policy briefs stemming from this work were published in December 2025 on the OSH Forum platform:

These publications were presented at the conference on the role of public development banks in health financing, organised during the Summit by AFD, Finance in Common, and the Coalition for Social Investment (7 April 2026).
