Specialist in development economics, he has contributed in recent years to topics such as poverty traps, health and development, and education and development. He has also written extensively on aid and development finance. He contributed to the foundation of the interdisciplinary journal Field Actions Science Reports as chief editor of its economics section, and he is an associate editor of the Journal of African Economies, Savings and Development, and Revue d’Économie du Développement.
He spent part of his earlier career at the Organisation for Economic Co-operation and Development (OECD), where he was Director of Research at the Development Centre from 1994 to 1997. He was also Director of the Centre d’Études Prospectives et d’Informations Internationales (CEPII), the leading French think tank on international economics, from 1998 to 2000.
He led the FERDI research programme on decentralised electrification of rural areas in Africa.
