The 3rd edition of the Finance in Common Summit (FiCS) was co-organised by the African Development Bank and the European Investment Bank from 18-20 October 2022 in Abidjan, Côte d’Ivoire as a hybrid event, allowing virtual and in person participation.
The event’s theme was “Green and Just transition for a sustainable recovery”. It was preceded by a one-day Research Conference on Public Development Banks on 18 October 2022.
FERDI participated in the session 1 of the research conference. The theme of this session was "Public development banks serving public policies".

Florian Leon, research fellow at FERDI presented and discussed the results of his work on the role of development banks in Africa in times of crisis (Léon F. (2022) Public bank lending in Africa in times of crisis, AFD Working paper).
Whether they have a specific or a generalist mandate, PDBs are responsible for substituting or complementing the markets when they fail. Governments are expecting that, but often lack to specify a clear mandate for PDBs to implement the international agreement they have signed. The session presented and discussed how PDBs manage to be useful tools for public policies and what its limits are.
