2nd international conference on emergence of Africa

The International Conference on the Emergence of Africa (ICEA) was instituted to assist the countries to position themselves on a trajectory to emergence. The first edition of the ICEA in 2015 adopted the ‘Abidjan Declaration’, which placed a premium on the critical role of the developmental State and the importance of structural transformation, all  with a view to putting the emphasis on human development and recommended the organisation every two years of a forum on good practicesas regards emergence and the establishment of aStrategic Monitoring Centre.

The Government of Côte d’Ivoire and the United Nations Development Program (UNDP), in partnership with the African Development Bank Group and the World Bank, have held the second edition of the International Conference on the Emergence of Africa (ICEA 2017), in Abidjan from March 28 to 30, 2017 under the theme “The implementation of plans for emergence in Africa”. Two sub-themes, namely “Governance of Public Institutions” and “Structural, inclusive and sustainable transformation,” were also be discussed during a high-level panel, in workshops and side-events in the presence of Heads of State and Government, civil society organizations, research institutions (some 400 experts and State and non-State representatives) from 54 African, Asian, European and American countries.

The second edition opened in the presence of the President of the Republic, His Excellency Alassane Ouattara and his hosts, Macky Sall of Senegal, Helen Johnson Sirleaf of Liberia and Alpha Condé of Guinea, Kaba Nialé, finance minister of Côte d'Ivoire, Dr. Akinwumi Adesina, President of the African Development Bank, Helen Clark, Administrator of the United Nations Development Programme (UNDP).

Tertius Zongo, former Prime Minister of Burkina Faso , Senior fellow Ferdi and co-author of the book  Linking security and development – A Plea for the Sahel chaired the 2nd plenary on Structural, inclusive and sustainable transformation.


Patrick Guillaumont, President of FERDI and Sylviane Guillaumont- Jeanneney, Advisor of FERDI participated to the conference.
