Montyon Seminar "Quantifying the economic cost of war. The case of Gaza

January 19, 2026, Hybride

How can we assess the economic impact of a war when traditional data are scarce, fragmented, or highly polarized?

It was around this question that the Montyon Seminar series was launched on Monday 19 January, as part of a cycle designed to encourage reflection, dialogue, and knowledge-sharing on current development policy issues.

In his presentation, Jean-Louis Arcand, President of the Global Development Network, explained how night-time light, observed from satellites, can be used to measure the economic impact of the war in Gaza, without sending teams into the field and without relying on potentially biased local sources.

The Montyon seminars

The Montyon Seminars, organised by the partners of the Clermont-Ferrand International Development Cluster (PCDI), are joint events dedicated to discussion of current development policy issues.

The name “Montyon” refers to the renowned economist, tax specialist, and demographer Jean-Baptiste de Montyon, former Intendant of Auvergne.

Open to researchers based in Clermont-Ferrand, these seminars are built around the presentation of work in progress conducted within one of the cluster’s institutions and of shared interest, or are organised as part of a visit by a distinguished guest. The seminars are mainly held in person and may, where appropriate, be organised in a hybrid format to involve partners from the Global South.

These seminars are intended to be held regularly throughout the year.
