
GDC 2025 explored the multifaceted dimensions of inclusive digital transformation and its role in shaping sustainable development outcomes, under the theme ‘Inclusive Digital Transformation: Social Impacts and Technological Innovations’.
As digital technologies continue to transform economies and societies worldwide, the conference underscored the importance of examining their social impacts and ensuring that technological innovations benefit all segments of society, particularly in low- and middle-income countries (LMICs).
The conference examined the social implications of these changes, debated innovative solutions, and discussed digital inclusion policies. It also explored how technology can contribute to achieving the Sustainable Development Goals, with a particular focus on digital inclusion, equality, and sustainable development, while bringing together stakeholders to harness digital technologies for social and economic progress.
The GDC 2025 is organised by the GDN in partnership with the Fondation pour les Études et Recherches sur le Développement International (FERDI) and the Center for Studies and Research on International Development (CERDI) as part of their collaboration within the Clermont-Ferrand International Development Hub (PCDI).
This session examined how to optimally tax digital and telecommunications innovation in developing countries, balancing public revenue needs with the promotion of technology adoption. Building on recent research conducted in Africa, it considered the level, type (ad valorem vs. ad quantum, direct vs. indirect), and timing of taxation.
The discussion highlighted the equity challenges faced by low-income countries in raising fair revenues from a highly concentrated and profitable sector.

This panel explored how Digital Public Infrastructure (DPI) can expand access to essential services and foster economic, social, financial, and political inclusion, while addressing the risks of poorly designed systems that may exacerbate inequalities. Drawing on experiences with P2G, B2G, and B2P digitalisation, the discussion examined how DPI can be effectively designed and governed to ensure digital inclusion.
