Director of the Development and Climate Finance Programme, Institute for Climate Economics (I4CE)
Guillaume Pottier I4CE in 2025 to lead the institute’s work on international climate finance, development finance, and the integration of climate considerations into development and international solidarity policies. Prior to joining I4CE, he spent seven years at the French Ministry for Europe and Foreign Affairs. He initially oversaw the strategic and operational management of the French Development Agency (AFD), contributing to raising the agency’s climate ambition and aligning it with the goals of the Paris Agreement. From 2022 to 2024, he served in the office of the Secretary of State for Development and International Partnerships, first as a Technical Advisor and later as Deputy Chief of Staff, with particular responsibility for budgetary matters and France’s climate action in developing countries.
Guillaume holds degrees in Economics and International Relations from Sciences Po Paris and the London School of Economics, and also studied History at the Sorbonne (Paris IV).
