Call for service provider: Final evaluation of the Clermont International Development Hub (PCDI)

FERDI and the Global Development Network (GDN) are seeking  a service provider (firm or consortium) to conduct the final evaluation of the Clermont International Development Hub (PCDI), a multi-year project (2021–2027) funded with €20.25 million by the French Ministry of the Economy and Finance through the French Development Agency (AFD).

The PCDI project aims to strengthen the influence and international reach of France and its territories in the field of development policy, with a particular focus on Africa.

The remit

The evaluation will cover the period 2021–2026 and its three components — Research, Training and Capacity Building in the Global South — in order to assess the results achieved, the governance of the multi-stakeholder model, its influence and its medium-term viability.
 The deliverables will be produced in French and English.

The final evaluation of the PCDI will produce deliverables that can be used for:

  • accountability (results, impacts, performance, use of resources);
  • learning (success factors/limitations, unintended effects/coherence, improvement)
  • supporting strategic discussions

Required profile

  • At least 10 years’ experience in project/public policy evaluation
  • Experience in development cooperation (international institutions, think tanks, research organisations)
  • Good knowledge of French-speaking sub-Saharan Africa
  • Excellent command of French and English
