G7. Expert consultation on domestic resource mobilisation (DRM)

FERDI, represented by Audrey-Anne de Ubeda, Coordinator of FERDI’s research programmes, participated in an expert consultation organised as part of the French presidency of the G7.

As part of its presidency, France is preparing a joint statement by the G7 Development and Finance Ministers outlining shared priorities and operational guidelines for strengthening domestic resource mobilisation (DRM) in partner countries. The objective is notably to support realistic and progressive reform trajectories adapted to national contexts.

The consultation brought together experts to provide input for the preparation of the draft ministerial statement. Discussions focused in particular on:

  • the conditions that can make support for DRM more effective in practice;
  • the main constraints encountered in implementing tax reforms;
  • the most relevant contribution the G7 could make to support these reforms.

The consultation brought together members of the MRIP programme – Mobilisation of Domestic Public Resources, including FERDI, as well as several experts and international organisations, including the Addis Tax Initiative.

FERDI contribution

During the consultation, FERDI highlighted three priorities to strengthen the effectiveness of international support for domestic resource mobilisation:

  • adopt a “tax systems” approach integrating institutional and administrative components;
  • strengthen coordination and communication among stakeholders;
  • make better use of data and research to inform public policy and improve the design of technical assistance.

Audrey-Anne de Ubeda, Programme Coordination Manager at FERDI, also attended the “Taxation and Development” conference organised by the Platform for Collaboration on Tax (PCT). The event focused on the essential role that modern, fair and reliable tax systems play in supporting inclusive growth and creating economic opportunities.

She also contributed to discussions during the parallel sessions.
