While negotiations for the replenishment of IDA and ADF are still ongoing, Patrick Guillaumont was in Tokyo at the JICA Research Institute to defend the idea that reform of the “performance-based allocation” (PBA) is necessary. The goal is to reconcile the notion of performance on which the PBA relies with the assistance needs of fragile states often caracterised by their low performance.
According to Patrick Guillaumont, promoting the performance and responsing to fragility can be reconciled by taking into account the structural economic vulnerability of countries in aid allocation.
