Head of Division at the OECD from 1984 to 1994, he was also a consultant to the World Bank, OECD, the International Labour Office, the European Commission (Brussels) and the Institut de l'entreprise (Paris).
He is the author of numerous books and articles in international scientific journals and some forty articles in the press, particularly on taxation and public expenditure, income distribution, growth, stabilisation policies, structural reforms and the development of micro-companies.
