Third visit to study tax expenditures in the Republic of Guinea

Visit by Anne-Marie Geourjon (FERDI) and Emilie Caldeira (CERDI-Université Clermont-Auvergne) as part of the project to support the evaluation of tax expenditures in the Republic of Guinea.

As part of the European Union (EU) budget support program in Guinea (2017-2019), the EU is supporting the Republic of Guinea in its objective of increasing revenue mobilization through a tax administration reform project (PARAF project).

Mandated by the EU, Expertise France undertakes to carry out, with the support of FERDI (Foundation for Studies and Research on International Development) as a partner, the evaluation of tax expenditures in the Republic of Guinea. 

Study of tax expenditures

The study carried out by FERDI aimed to make the first assessment of the budgetary cost of tax expenditures in the Republic of Guinea, to draft a methodological guide, and to give a training course to local teams.

This study carried out in 2016 was to be repeated in 2017 by the local authorities and influence the next finance law, due in 2019.

In agreement with the project managers and the authorities, this 3rd visit had the following objectives:

  • The submission of the final report and the presentation of the main conclusions.
  • A training course for the members appointed to be part of the Tax Policy Unit (UPF) in the exercise of assessing the budgetary cost of tax expenditures to ensure repeatability each year.
